Technology Program Manager, PMO

Our direct client is looking to hire an experienced Technology Program Manager who has managed a variety of IT and application development focused projects. The Technology Program Manager is responsible for ensuring the quality of project delivery within the technology portfolio. In this role, you will serve as the foundational PMO lead and leverage PMO processes to oversee Project Managers and Business Analysts throughout the execution of projects. The incumbent will be expected to provide mentorship to direct and indirect reports on project management best practices, problem solving, continuous process improvements, and project delivery.

Additionally, the Technology Program Manager, PMO supports project intake and change management through estimating, resource demand management, and change management practices in alignment with Technology Steering Governance. This role requires a high-level understanding of PMO/project management, the ability to form inter-departmental partnerships, provide executive-level reporting, and tactfully navigate changing business priorities.
 

Key Accountabilities

The Technology Program Manager, PMO is responsible for the following:

  • Supervising direct-report staff and contractors; provide mentoring, and career/professional development opportunities to Project Managers and Business Analysts
  • Overseeing portfolio budget/financial forecasts for active projects and cost forecasting/invoicing for project contractors
  • Overseeing project estimating, intake, and representing the PMO on the Technology Change Advisory Board (CAB)
  • Supporting the escalation of risks, issues, actions, and decisions within the portfolio to ensure on-time/on-budget/in-scope project delivery
  • Continuous improvement of IT PMO processes, templates, policies, and Project & Portfolio Management toolsets (PPM)
  • Performing phase gate reviews (checks) on active projects to ensure projects are being executed in alignment with Project Management framework and regulatory requirements
  • Providing resource demand analysis to recommend project staffing needs and portfolio plans
  • Providing foundational training and support to department and other non-PMO project leaders
  • Supporting the creation and facilitation of vendor SOWs, RFPs, and project change requests
  • Facilitating portfolio-level steering/status meetings and providing regular reports to leadership
  • Provides support for storm/emergency restoration efforts
     

 

Required

Bachelor’s degree in a field related to project management, information systems, or business management

10+ years of experience delivering large enterprise-level projects and programs on time and within budget

Formal certification(s) and/or training in the project management field

Experienced user of Microsoft Project and Microsoft Office toolset (e.g. Excel, PowerPoint, Word, and Visio)

Superior collaboration and stakeholder management skills (e.g. ability to perceive and proactively address the unspoken needs of others)

Strong financial acumen; experience creating and managing project or operational budgets

Exceptional oral and written communication skills and executive-level presentation skills

A results-oriented mindset with the ability to solve problems and make decisions using sound judgement

Ability to teach and mentor others regarding the value and practice of project management

Ability to tactfully drive team members to execute work on time and escalate when appropriate

Ability to work with limited direct supervision and professionally respond to constructive feedback

Valid driver’s license

 

 

Preferred

Experience building or managing a Project Management Office (PMO)

Knowledge or experience with SDLC, DevOps, ITIL, or Agile frameworks

Experience in a customer-service oriented role (e.g. consulting, sales, etc.)

Experience using or implementing Project and Portfolio Management (PPM) tools

Experience in the energy & utilities or services industry

Prior experience with SAP or ERP implementations

Strong leadership and vendor negotiation skills

 

This position is being offered on a contract to hire basis. The position will start as a contract for approximately 6 months then convert to full-time. This position will be hybrid.
